What is the benefit of using Externally Described files over Internally Described?

If u have externally described file then u need not required to define the field descriptions every time.. u can just refer this field descriptions..

Whereas if u have flat file or program described file u have to define the field description every time u create a program.. Time consumption and maintainance becomes difficult..

Correct me if i am wrong

Yes, I agree with Swaminathan, added to his above comments, if we want to change the field attributes such as text, length, etc., then Externally Described file is good.
