If your not using the modules to create the Rpg iv pgm then that is called CRTBNDRPG.. This u can see when u take option 14 to compile.. CRTBNDxxx

If ur using the modules to create a RPG IV pgm then by CRTPGM only u can create a RPG IV pgm..
