In order to access other members of a file we use IGNORE and INCLUDE keywords on the F
specs.
IGNORE is used in case we do not want to use a particular
member of a file.
INCLUDE helps in using a particular record format for the
file.
Hope this clarify your doubt.

I think IGNORE and INCLUDE are to remove and add the record formats respectively not related to member.

Yes U can use File Declare Keywords - EXTMBR('MEMBER NAME')
U can access using,
EXTMBR(*FIRST) - to access first member
EXTMBR(*LAST) - to access last member
EXTMBR(*ALL) - to access ALL member(MORE THAN ONE MEMBER)
