Swaminathan, You are correct. We can not creat a LF without PF.
But question is can we create a LF without using PFILE keyword?

We are not able to create a LF without using PFILE keyword. By this keyword only we specify the Physical File name. If we don't specify the PFILE keyword we got 30 level severity error like below.
CPD7529 30 1 Message . . . . : PFILE or JFILE keyword not found or ignored.

LF without PF
Because, Logical file doesn't contain data, it only gives the view of the physical file(access path). through without physical we cannot have the data, that's y we r creating a logical file using physical file.
