When ProgramA(PGMA) calls ProgramB(PGMB) for the first time PGMB executes the *INZSR. PGMB uses the RETRN operation to return to PGMA. When PGMA call PGMB the second time is the *INZSR executed?

No. If a PGM ends with RETURN all the resources it uses will remain in the memory.
so if the PGM is called again *INZSR will not be executed.
